HSE Engineer

We are seeking a collaborative, detail‑oriented, and safety‑focused HSE engineer to develop, implement, and sustain health, safety, and environmental programs that protect people, assets, and the environment across industrial, infrastructure, and building operations. The successful candidate will partner with operations, maintenance, engineering, contractors, and regulatory authorities to deliver practical, compliant, and risk‑based HSE solutions. This role requires strong knowledge of HSE management systems, regulatory requirements, incident investigation, and an ability to influence behavior through coaching, training, and continuous improvement.
Key Responsibilities
Develop, maintain, and continuously improve the site HSE management system, policies, procedures, and standards to ensure compliance with applicable regulations and company expectations.
Lead incident investigation, root cause analysis, and corrective action programs for near misses, injuries, environmental events, and property damage; track and verify closure of actions to prevent recurrence.
Conduct risk assessments, job safety analyses (JSAs), permit‑to‑work reviews, and hazard identification activities for operations, maintenance, and capital projects; recommend and implement risk mitigation measures.
Support permit, lockout/tagout, confined space, hot work, and work planning regimes; review and approve high‑risk work methods and coordinate safe execution with operations and maintenance teams.
Design and deliver HSE training, toolbox talks, and competency programs for employees, contractors, and visitors; maintain training records and competency matrices.
Develop, implement, and oversee environmental programs including permit compliance, waste management, spill prevention and response, emissions monitoring, and reporting to regulatory agencies.
Perform routine safety and environmental inspections, audits, and observations; prepare clear findings, drive corrective actions, and verify effectiveness of remediation.
Support contractor prequalification, onboarding, and performance monitoring to ensure contractors meet HSE expectations and contractual obligations.
Collaborate with engineering, operations, and maintenance to review process safety management elements, mechanical integrity programs, management of change (MOC), and incident learnings for design and operational improvements.
Maintain HSE performance metrics, prepare reports and dashboards for leadership, and communicate trends, risks, and improvement opportunities to stakeholders.
Respond to emergencies and support incident command, emergency drills, and continuity planning to ensure readiness and effective response.
Promote a positive safety culture through visible leadership, coaching, mentoring, and participation in continuous improvement initiatives focused on behavior‑based safety and risk reduction.
Required Qualifications - Skills & Experience
Bachelor’s degree in Environmental, Safety, Industrial Hygiene, Engineering, or a closely related discipline, or equivalent combination of education and professional HSE experience.
3+ years of progressive health, safety, and environmental experience supporting industrial, infrastructure, or building operations, including program development and field engagement.
Practical experience conducting incident investigations, root cause analysis, and implementing corrective actions; familiarity with tools such as 5‑Why, causal factor charts, or similar methods.
Working knowledge of applicable HSE regulations, standards, and guidance (e.g., OSHA, EPA, local regulatory requirements, ISO 14001, ISO 45001, NFPA where applicable) and ability to apply them to operational practices.
Experience delivering HSE training and behavior‑based safety interventions; strong coaching and communication skills to influence frontline personnel and leadership.
Proven ability to conduct risk assessments, JSAs, audits, and inspections and translate findings into practical, prioritized corrective actions.
Competence with incident reporting systems, HSE metrics, and preparing clear, concise technical and executive reports.
Ability to work effectively in both office and field environments, coordinate multiple priorities, and collaborate across disciplines to deliver results on schedule.
Preferred Qualifications - Domain & Tools
Professional certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), OSHA Outreach Trainer, NEBOSH, or equivalent are advantageous.
Experience supporting process safety management, mechanical integrity programs, permit systems, and environmental permitting/compliance in industrial contexts.
Familiarity with emergency response, spill containment, and remediation practices and coordination with local authorities and response contractors.
Experience with HSE software tools for incident management, audits, and training administration; proficiency with Microsoft Office and data visualization tools for reporting.
Prior experience working with contractors during outages, turnarounds, or capital projects and conducting contractor safety assurance activities.
